Dunno why but she looks waaaay better with the black lips. Maybe it's because they make her facial features stand out better.

Recognize the skin? It's just a recolor of the alien girls from the "Prism Girl" comics. So that's where I started and ran from there. Figured green looked good, then added amphibian eyes just to be weird. Eyes have a yellow tint so made her blond. Swept back hair seems sort of believable for someone who spends a lot of time swimming, right? So the color theme is green, black and yellow... maybe a frog girl of some kind, I dunno. Like I said, it's pretty random and I rarely have any specific real life creature in mind when I come up with these women. It's a mix & match kind of thing.
